Digital Upstreaming: Indonesia’s Strategy to Build an AI, Semiconductor, and Data Center Ecosystem

Artificial intelligence is transforming the global economy at an unprecedented pace. Governments and technology companies are investing billions of dollars in data centers, semiconductors, and digital infrastructure to support growing demand for AI, cloud computing, and high-performance computing.

Indonesia has joined that race through Digital Upstreaming, a national strategy that expands the country’s role in the global digital value chain. Rather than serving only as a technology market, Indonesia aims to build the infrastructure, talent, and industrial capabilities needed to support the next generation of digital growth.

The strategy combines hyperscale data centers, semiconductor development, AI infrastructure, renewable energy, digital connectivity, and workforce development into a single ecosystem. Together, these sectors have the potential to become Indonesia’s next engine of economic growth.

Building Southeast Asia's Next Digital Hub

Indonesia has placed Batam, Bintan, and Karimun (BBK) at the center of its digital infrastructure strategy. Located just south of Singapore, the region offers direct access to international fiber networks, established industrial zones, and attractive investment incentives through its Special Economic Zones (SEZs).

Those advantages continue to attract global technology companies. Current pipeline investments total approximately US$15-20 billion, supporting plans to develop an additional 1.3 gigawatts (GW) of data center capacity in Batam.

The scale of that investment reflects the rapid growth of Southeast Asia’s digital economy. Building hyperscale data centers typically requires around US$1 million per megawatt (MW) of installed capacity, making Batam one of the region’s largest digital infrastructure projects.

Several companies have already committed to the ecosystem, including Firmus Technologies, DayOne, DCI Indonesia, PT Equator Gate System, and PT Telkom Indonesia. Their investments strengthen Indonesia’s ambition to become a regional hub for AI and cloud infrastructure.

Meanwhile, Karawang continues to emerge as another strategic destination for hyperscale development. Future facilities there will support AI training, machine learning, cloud services, and other compute-intensive workloads.

Digital Upstreaming Goes Beyond Data Centers

Building more data centers alone will not secure Indonesia’s position in the digital economy. The country also needs stronger capabilities in semiconductor technology, AI computing, and digital engineering.

This broader approach defines Digital Upstreaming.

Modern AI depends on three critical components: data, hyperscale computing infrastructure, and advanced semiconductor chips. Weakness in any of these areas limits innovation and reduces competitiveness.

Instead of developing each sector independently, Indonesia is building an integrated ecosystem where digital infrastructure, semiconductor technology, connectivity, energy, and skilled professionals support one another.

That approach creates greater long-term value while reducing dependence on overseas technology.

Strengthening the Semiconductor Ecosystem

Semiconductors sit at the heart of every modern digital technology. AI systems, smartphones, cloud platforms, autonomous vehicles, and industrial automation all rely on increasingly sophisticated chips.

To strengthen its capabilities, Indonesia has expanded its collaboration with Arm Ltd, the British semiconductor company whose processor architecture powers billions of devices worldwide.

The partnership focuses on chip design, semiconductor ecosystem development, AI infrastructure, and talent development. Rather than importing technology alone, Indonesia wants to strengthen local capabilities across the semiconductor value chain.

The collaboration also complements the growing role of Nvidia, whose GPUs have become the global standard for AI computing. Through its partnership with Firmus Technologies, Nvidia supports the development of AI-ready infrastructure that will power next-generation computing workloads in Indonesia.

Together, these collaborations connect Indonesia more closely with the global semiconductor ecosystem while accelerating technology transfer and industrial development.

Developing 15,000 Digital Engineers

Infrastructure creates opportunities, but people create innovation.

Recognizing that reality, Indonesia plans to develop 15,000 engineers to support the country’s expanding AI and semiconductor industries.

These professionals will specialize in semiconductor design, processor architecture, AI infrastructure, cloud computing, hyperscale operations, and advanced computing systems.

Developing that workforce will take time. Semiconductor engineering requires expertise in integrated circuit design, electronics, advanced software, and computer architecture. Universities, technology companies, and government institutions will all play critical roles in preparing engineers who meet international industry standards.

A stronger talent pipeline will also help Indonesia reduce its reliance on foreign expertise while supporting long-term innovation.

Expanding International Connectivity

Digital infrastructure extends far beyond data centers.

International submarine cables carry the vast majority of global internet traffic and provide the connectivity required for cloud services, AI platforms, and hyperscale operations.

Indonesia continues to strengthen that backbone through two strategic projects.

The first expands submarine cable landing points between Batam and Singapore, increasing network capacity, resilience, and regional connectivity.

The second establishes a direct submarine cable route between Bitung, North Sulawesi, and the United States. The new route will improve access to global cloud infrastructure while strengthening network redundancy and supporting future growth in international data traffic.

Reliable international connectivity has become a critical requirement for hyperscale operators. Stronger connectivity allows Indonesia to compete more effectively with other digital infrastructure hubs across Southeast Asia.

Renewable Energy Supports Future Growth

As AI infrastructure expands, electricity demand continues to rise.

Hyperscale data centers require stable power around the clock, making energy availability one of the most important factors in investment decisions.

Indonesia has made renewable energy a key part of its Digital Upstreaming strategy. Clean energy supports long-term sustainability goals while helping technology companies reduce operational carbon emissions.

Global cloud providers increasingly prioritize low-carbon infrastructure when selecting new locations for expansion. By integrating renewable energy into future data center developments, Indonesia can strengthen its competitiveness while supporting national sustainability objectives.

Competing in the Global AI Economy

Artificial intelligence has become both an economic opportunity and a strategic priority.

Countries that lead in AI infrastructure, semiconductors, digital talent, and connectivity will shape the next phase of the global digital economy.
